Group Standard of Children’s Car Seats are Issued, and 15 Enterprises Declare to Implement.
On June 28, the China Toy & Juvenile Products Association (short for CTJPA) released the Restraint System Security Requirements for Motor Vehicle Child Passenger: Usability, Conformity of Production and Chemical Security (T/CTJPA 004-2016) group standard; it is stricter than the current national standards, which shall be implemented on Sep. 1 of this year. 18 brands of 15 enterprises such as Goodbaby, Cybex, Maxi-Cosi, Takata, Kiddy, Combi, BEST BABY, Joie, Babyfirst, declared to implement higher standards.
The group standard published at this time is stricter than the current national standard for Children’s Car Seats in three respects: Firstly, make clear requirements and regulations on the usability of product identification, instructions, child protection and Children’s Car Seats installation to reduce and avoid errors of choosing and purchasing, installations and application. Secondly, make clear regulations on the frequency and results of inspections and testing on product conformity of production, guarantee the product conformity of the relevant technical parameters, configurations and performance indexes between the child safety seats entering into the market and the products with authentication continuously. Thirdly, it requires stricter control on the toxic and harmful substances included in the products and uses the requirements on chemicals in EU REACH regulations for reference, increases the limited requirements on PH value, formaldehyde, dissoluble carcinogenic aromatic amine dyes, phthalate and fire retardant.
The work organizing enterprises to independently declare to implement higher standard is developed by CTJPA and entrusted by General Administration of Quality Supervision Inspection and Quarantine of the PRC (short for AQSIQ). The standard focus on the protection of safety hazards caused by bad product usability, bad consistency of product quality as well as overproof toxic and harmful substances, which causes high attention from the society and industry.

In the first half of the year, CTJPA continues to push forward the autonomous working of
industrial enterprises, which conducts market fishing expeditions on Children’s Car Seats,
baby strollers, and electric toys aiming at the major on-line retailer channels; 320 products
of 218 brands were tested based on Chinese safety standards, among which, 59 are Children’s
Car Seats, 109 are Baby Strollers and 128 are toys.
The association entrusts the testing laboratories to take dynamic crash tests and inspections on
these 59 Children’s Car Seats. The result shows that the major problems are exceeding head
displacements, component fractures, invalidation of locking devices, lacking or wrong safety
instructions etc. Among the products that do not comply with the national standard, exceeding
head displacement accounts for 41.02%; lacking or wrong safety instructions accounts for 41.02%.
It is particularly noteworthy that the testing result on flammability of Children’s Car Seats shows
that the flammability of most international brands such as Concord etc. didn't comply to the Chinese
CTJPA carries out product quality investigation every month, which is an important work for
encouraging and supervising the industry self-discipline, also commissioned by AQSIQ to
periodically provide the clues of counterfeit and defective products. For the products with general
problems, CTJPA notifies and gives assistance to the enterprises to correct the problems within
a time limit; For the products with serious quality problems and the enterprises do not take active
correct action as per the requirements of national laws and regulations, CTJPA will report to AQSIQ
for intensive law enforcement, report to the Certification and Accreditation Administration of the
People's Republic of China(short for CNCA) for suspending or terminating the 3C (CCC) certificate.
In the meanwhile CTJPA will notify the distributors to stop selling the defective products through
warning lists or black list announcements of "Product Quality in China " on CTJPA's official website.
